
The QEC Quality Control Policy (QC) shall include the total
involvement of all employees including the President, Vice President, project managers,
engineers, architects and designers. Each employee shall understand that no job or
assignment is a small job or an unimportant job.The success of a QC policy depends upon total involvement and total
commitment.

The QC policy and the strength of the policy requires each
individual to be responsible for his or her work. Design standards, accuracy,
cross-checking and office procedures is our guide for individual responsibility.
But responsibility is more than meeting guidelines,
individual responsibility is a personal challenge to each employee, a challenge that audit
control will never find an error in your personal work.

The QC policy audit control shall have two important functions;
to support the policy and to enhance the concept of the policy.
All final projects shall be audited by a leader or supervisor
before being released as "final". If corrections are necessary, the
originator of the project shall make the corrections. This enhances the effect of personal
responsibility.
The concept of the QC policy is to stress total involvement.
Individual responsibility is strengthened when the auditor shall commend the individual
for achieving his personal challenge of no mistakes, or return and clarify mistakes with
the originator.

The QC policy shall be continuously reinforced. The
auditor shall explain the consequences of mistakes found, if any, during audit before
final approval. The depth of reinforcement shall be relative to the consequences of
the error and the experience of the employee.
The auditor shall commend good performance to be consistent.

The QC policy encourages open communication at all levels.
The concept of individual responsibility shall not be confused or interpreted to restrict
questions because "it's your responsibility."
Open communication shall be encouraged to reduce reinventing
a solution to a problem already resolved and filed from a previous project.
Experience shall be shared to expedite projects as a team.

The design standards shall be reviewed with all new employees by
a leader or supervisor. The design standards shall be monitored during audits.
Uniform design standards and examples of typical designs
expedite the design process. Referencing from previous designs is similar to open
communication and is encouraged.
Designers are expected to add unique design solutions to the
typical design file for future reference.

The QC policy for individual and team performance achievement is
based on the conviction that an attitude of high expectations is contagious within the
group and reinforces personal challenge to achieve personal satisfaction.
By stressing Total Involvement, Individual
Responsibility, Personal Challenge, Open Communication, and Design
Standards with Continuous Reinforcement, Recognition of Individual
Performance, and High Expectations. The QC policy is fully integrated
in the work environment, individually self-motivating, enhances morale, self-satisfaction
and quality achievement.

The QC policy stresses quality and the President, Vice
President, Liaison Coordinator, supervisors, and leaders shall recognize individual
quality achievement performance, shall motivate with positive encouragement, shall enforce
the policy with a positive attitude, shall promote optimistic outlook and shall lead by
example.
